NOW HIRING: Nelson County Economic Development Agency (NCEDA) President/ COO

This position will drive economic growth and development in Bardstown and Nelson County, Kentucky by working with the NCEDA Board to implement strategies and initiatives to attract new business and support the growth and retention of existing businesses.

 

This position will also serve as President of the Bardstown Industrial Development organization and will oversee and implement the board’s strategic mission and strategies. It will also provide executive leadership assistance with the NCEDA Partner for Progress agencies including the Bardstown-Nelson County Chamber of Commerce, Bardstown-Nelson County Tourism, and the Bardstown Main Street organization.

 

Works with City / County/State government officials to coordinate efforts on a local, state, and federal level regarding locating industrial land, developing infrastructure, determining incentives, siting of prospects and determining a strategic direction.

 

Bachelor’s degree in Business, Finance, or Public administration, supplemented by a minimum of five years of economic development experience. Salary range: $90,000 – $120,000 with benefits commensurate with experience. Email resumes and the completed application to:

Title: President/Chief Operating Officer

Reporting Relationship: Reports to the NCEDA Board

FLSA Status: Exempt

Job Summary

Under executive direction of the Nelson County Economic Development Agency (NCEDA) Board, this position leads NCEDA with driving economic growth and development in Bardstown and Nelson County. Implement strategies and initiatives to attract new businesses and support the growth and retention of existing businesses. Serve as President of the Bardstown Industrial Development Corporation (BIDC). Provide executive leadership assistance with the Director/President (Director) of each NCEDA Partners for Progress agency including Bardstown- Nelson County Tourism (Tourism), Bardstown-Nelson County Chamber of Commerce (The Chamber) and Bardstown Mainstreet Program (Mainstreet). Each agency’s Director has responsibility of day-to-day operations and supervision of their respective offices and staff.

 

Primary Duties

  • Assist the NCEDA Board in developing strategic direction for the coordination of economic development activities in Bardstown and Nelson County.
  • Perform general staff activities for the NCEDA Board including financial management, board meeting preparation and follow-up, and staff oversight.
  • Responsible for all activities of NCEDA staff.
  • Perform lead staff functions in expansion of existing industry and recruitment of new industry.
  • Liaison with state, federal, and local governments for the purpose developing financial assistance and/or incentives, and infrastructure provisions, related to siting industrial prospects.
  • Advise BIDC Board and local officials regarding changes in state, federal, and local laws affecting the community’s ability to expand and attract local industry.
  • Serve as President of BIDC; perform all necessary duties to support operation of the BIDC Board of Directors including but not limited to financial management, staff supervision, research, and analysis.
  • Represent NCEDA and BIDC with local, regional, and statewide organizations, industrial and otherwise.
  • Maintain and develop relationships with the Kentucky Cabinet for Economic Development as well as all related local, state, and federal organizations regarding economic development activities.
  • Assist the Boards and respective Directors of Tourism, The Chamber, and Mainstreet regarding achievement of objectives within their strategic direction.
  • Provide professional expertise regarding general operational issues.
  • Assist the Boards and respective Directors of Tourism, The Chamber, and Mainstreet in the recruitment, hiring, and/or termination of their Director.
  • Must be able to work with the Mayor of Bardstown and City Council, Nelson County Judge and Fiscal Court, as well as leaders from the other communities in Nelson County.

 

Level of Supervision

Manage direct staff of NCEDA and/or BIDC such as Executive Administrative Director. Manages contractors, interns and other assigned temporary staff when necessary. May manage other staff outside of span and control for special projects and/or initiatives.

 

Minimum Qualifications

  • Bachelors degree in Business, Finance, Public Administration, or related field.
  • Minimum five (5) years of related work experience.
  • Designation as a Certified Economic Development Professional (CEDP) or the ability and commitment to obtain CEDP designation within one (1) year of hire.
  • Extensive knowledge of theories, methods, techniques, principles, and practices relating to community economic development, including federal, state and local financial assistance and incentive programs.
  • Extensive knowledge of public administration principles and practices.
  • Proficiency with PC hardware, basic software (i.e. Microsoft office), email, and office equipment (i.e. copier, fax, scanner, telephone, etc.).
  • Strong verbal and written communication skills.
  • Strong interpersonal relationship and public relations skills, including diversity sensitivity and competence.
  • Ability to welcome, host, and interact with economic prospects, government officials, businesses, community leaders, citizens, and other entities regarding the economic development activities of NCEDA in Bardstown and Nelson County.
  • Ability to oversee the NCEDA and BIDC Boards and run board meetings effectively and efficiently.
  • Ability to prepare well-written correspondences, reports, and the like.
  • Ability to present ideas clearly, effectively, and concisely, both orally and in writing.
  • Ability to exercise sound judgment in arriving at conclusions.
  • Strong analytical, organizational, decision-making, and problem-solving skills.
  • Strong leadership abilities and ability to develop a skilled, diverse staff.
  • Ability to efficiently multi-task on a daily basis.
  • Mathematical aptitude to develop budgets and monitor expenditures.
  • Ability to preserve confidentiality of information.
  • Must be willing to travel.
  • Must be willing to live within the boundaries of Nelson County/willing to relocate to Nelson County.
  • Valid Kentucky driver’s license at time of appointment.

 

Clearances

Criminal Justice Fingerprint/Background Clearance (FBI/BCI).

Substance abuse screening.

 

Physical Requirements & Working Conditions

Performance of primary duties requires constant talking, hearing, engagement in repetitive motions, and eye/hand/foot coordination. Occasional standing. Must lift objects weighing up to 25lbs. Performance of primary duties takes place in a regular office environment with virtually no exposure to adverse environmental conditions. Occasional light physical effort required.
